Tom Emmer in Minnesota’s 6th District. Jeanne is a nurse anesthetist, mom of two adult children, and community activist who makes decisions every day based on facts and science. She has spent the last 30 years raising a family and providing health care as a nurse anesthetist to Minnesotans\r\n<p>Jeanne is a Midwesterner born in Canton South Dakota on August 3rd, 1957. Her mother, Joyce Messerli, was a secretary in a law office and her father, Lloyd Messerli, was a high school science teacher and later became an investment broker. Jeanne is the middle child of five children, growing up with 3 brothers and 1 sister.\r\n</p><p>Her parents instilled in Jeanne a strong work ethic, the importance of participation in church and school activities, service to the community, and being kind and truthful to family and friends.\r\n</p><p>She attended Augustana University in Sioux Falls and in 1979 received a Bachelor of Arts Degree with a Nursing Major. In 1993, Jeanne graduated from Winona State University earning a Master of Science Degree in Nurse Anesthesia. Whether we, as a nation, choose Medicare for All, the Affordable Care Act, or the public option, we need to be sure we achieve these goals. As one of the greatest nations in the world, we must take the lead on healthcare. We need to ensure that healthcare is available to everyone throughout the U.S. Every American deserves access to quality health care and this includes mental healthcare which is far too often overlooked. Healthcare also needs to be affordable for all families. Yearly increases of insurance premiums are putting quality care with low deductibles and low out-of-pocket expenses out of reach for many families in Minnesota.\n</p><p>Prescription drug prices have skyrocketed. I will work hard to find ways to lower these costs and make medications affordable for everyone who needs them. There are several ways to do this, including: encouraging price transparency, reforming patent laws, allowing Medicare and Medicaid to negotiate lower drug prices, and capping out-of-pocket costs.\n</p><p>Making healthcare available and affordable to all doesn’t mean there are facilities or even clinicians available to care for those needing care. This is especially true in our rural communities where healthcare providers are harder to access and mental health care professionals are too far away. We need to develop plans and strategies to ensure we have more safe modern facilities and trained staff to work in them.\n</p><p><b>Campaign Finance</b><br/>\nDemocrats and Republicans don’t agree on too many issues these days, but one that I’ve found they do agree on is the need to get big money out of politics. In fact, 75% of Americans support a constitutional amendment for campaign finance reform. Citizens United was a disastrous ruling that allowed corporations an almost unlimited ability to impact our elections.\n</p><p>In many ways, campaign finance reform is the most important issue facing us today. Big polluters and fossil fuel companies prevent action addressing climate change. Big pharma and insurance companies prevent better healthcare. Big banks and giant corporations stand in the way of a more fair economic system that works for everyday Americans.\n</p><p>I stand with the vast majority of people in this country who wish to end the influence and domination of big money in politics and give voice to all Americans.\n</p><p><b>Education</b><br/>\nI fully support the goals of Education Minnesota. It is important to a growing and thriving democracy that all citizens have access to a quality education, which will provide them with the social and professional skills they need for success. I believe that, with the right support, all students are capable of success regardless of their backgrounds.\n</p><p>I will support college and trade school tuition assistance for deserving students. I will back policies that allow our children to work and study hard. I will support college and trade school funding for those that serve honorably in our armed forces, and encourage the forgiveness of student loans for members of the military community. I will also support the extension of such student loan forgiveness to those that advance educational opportunity by choosing to teach in our least privileged schools.\n</p><p>We have a responsibility as a nation to encourage the pursuit of futures in fields such as military service and education that best support the growth and security of America.\n</p><p><b>Seniors</b><br/>\nWe must protect Social Security and Medicare and ensure that everyone in our country has access to quality health care and a secure retirement.\n</p><p>We simply cannot ignore the fact that our elderly population is growing, to the point of forecasts predicting double the number Americans over the age of eighty by 2040. Cutting or privatizing Social Security or Medicare is not the answer. Instead, we need to work to find long-term solutions to keep these vital programs solvent. One way to do this is to “scrap the cap.” I support legislation that would lift the income cap on Social Security so that everyone pays the same percentage of their income into the program. We should also look at reducing benefits for the wealthy that often have greater financial security and do not rely on Social Security benefits in retirement.\n</p><p>We should work to enhance home care services that allow seniors to age in place, which is often more comfortable and cost-effective than institutional care. This includes access to medical care, personal care, and home modifications to accommodate their needs. Mental health services for seniors should also be improved, including access to telehealth services. This can help combat the isolation and loneliness many seniors face. We also need to promote seniors access to technology, which can play a crucial role in improving seniors’ quality of life. Programs that promote digital literacy and access to technology can help seniors stay connected and access health services more easily\n</p><p>There are things we can do now to improve nursing homes in the U.S., providing better care and support for seniors and enhancing their quality of life. We should set staffing minimums to ensure adequate staffing. We should work to provide better pay and benefits to attract and retain qualified staff. We can also increase training programs in geriatrics and long-term care, to ensure staff are better equipped to handle common end-of-life symptoms and grief support. Fostering relationships between nursing homes and local community organizations, such as schools, churches, and volunteer groups, can also help to combat those feelings of isolation felt by so many seniors.\n</p><p>In a recent disturbing trend, private equity firms have been buying up nursing homes. Above all, we need to work to ensure that senior and assisted living centers work for residents, not for profits.\n</p><p><b>Public Safety</b><br/>\nI do not support defunding the police.\n</p><p>Minnesota’s 6th Congressional District has some of the finest law enforcement agencies in the country. Good officers and good law enforcement agencies deserve and need our respect and support. Education I fully support the goals of Education Minnesota. It is important to a growing and thriving democracy that all citizens have access to a quality education, which will provide them with the social and professional skills they need for success. I believe that, with the right support, all students are capable of success regardless of their backgrounds. I will support college and trade school tuition assistance for deserving students. I will back policies that allow our children to work and study hard. I will support college and trade school funding for those that serve honorably in our armed forces, and encourage the forgiveness of student loans for members of the military community. I will also support the extension of such student loan forgiveness to those that advance educational opportunity by choosing to teach in our least privileged schools. We have a responsibility as a nation to encourage the pursuit of futures in fields such as military service and education that best support the growth and security of America. Seniors We must protect Social Security and Medicare and ensure that everyone in our country has access to quality health care and a secure retirement. We simply cannot ignore the fact that our elderly population is growing, to the point of forecasts predicting double the number Americans over the age of eighty by 2040. Cutting or privatizing Social Security or Medicare is not the answer. Instead, we need to work to find long-term solutions to keep these vital programs solvent. One way to do this is to “scrap the cap.” I support legislation that would lift the income cap on Social Security so that everyone pays the same percentage of their income into the program. We should also look at reducing benefits for the wealthy that often have greater financial security and do not rely on Social Security benefits in retirement. We should work to enhance home care services that allow seniors to age in place, which is often more comfortable and cost-effective than institutional care. This includes access to medical care, personal care, and home modifications to accommodate their needs. Mental health services for seniors should also be improved, including access to telehealth services. This can help combat the isolation and loneliness many seniors face. We also need to promote seniors access to technology, which can play a crucial role in improving seniors’ quality of life. Programs that promote digital literacy and access to technology can help seniors stay connected and access health services more easily There are things we can do now to improve nursing homes in the U.S., providing better care and support for seniors and enhancing their quality of life. We should set staffing minimums to ensure adequate staffing. We should work to provide better pay and benefits to attract and retain qualified staff. We can also increase training programs in geriatrics and long-term care, to ensure staff are better equipped to handle common end-of-life symptoms and grief support. CLIMATE CHANGE & OUR ENVIRONMENT Climate change is real; we must be good stewards of our environment, not only for economic and national security issues, but also for the existential threat to all humanity. Our future generations are counting on us to leave them a world with clean water and air; free from climate-induced natural disasters and excessive weather events, such as wildfires and flooding. We must transform the climate change discussion from the anti-business narrative of excessive regulation to one that creates partnerships which will lead to economic incentives and policies to protect our environment. Our defense of the environment needs to be stronger than those that choose to ignore facts and science about our changing world. STRENGTHENING LABOR UNIONS I will be a U.S. Representative who listens to labor unions, champions Davis-Bacon prevailing wage legislation, and works hard to strengthen labor unions in Minnesota. I will work with Labor Union Leaders to bring about fair wages and to provide employment, economic opportunities, and safe working conditions. HONORING VETERANS I will fight for and honor our veterans to ensure we acknowledge their service and sacrifice. I will make sure that veterans in our community have top-notch services to help them navigate the federal benefit systems. I will push for increasing funds to the VA and to hold the VA system to the highest of standards. I will work closely with our veteran service organizations to ensure that men and women who served our country have access to educational opportunities, employment, first-class healthcare, and rehabilitation. Our veterans deserve better; they deserve to have their voices heard. I am committed to improving how the VA manages the care and services it provides to our veterans. We have to overhaul the VA’s IT systems, expand telehealth services, and improve healthcare access, especially for our female veterans. Our veterans deserve our respect and the best services possible. WOMEN’S RIGHTS & PAY EQUITY Historically, women had to fight to gain the same rights as their male counterparts. Whether it was the right to vote, equal pay for equal work, or even the ability to decide what happens with their own body. The struggles to achieve equality have been hard and the fight continues. I strongly support a woman’s right to make her own health care decisions. Moreover, organizations like Planned Parenthood should be fully funded to continue their mission to support women’s health, healthcare access, and reproductive rights. I will work hard to guarantee all women are ensured pay equity, equal opportunity, environments free of harassment, and to codify Roe v. Wade. A STRONG CENTRAL MINNESOTA ECONOMY Currently, the economy of central Minnesota depends on tourism, agriculture, and technology. However, we need to diversify even more to provide a solid foundation for economic stability that encourages our best and brightest to stay working right here, building a stronger central Minnesota. I will lead the effort to promote central Minnesota and will strongly advocate for legislation that keeps our lakes clean, our air fresh, and our water clean. I will support our farmers and promote regional tourism opportunities. Additionally, I will support legislation that encourages trade schools, creates jobs throughout the district, and supports and protects our labor unions and their members. Furthermore, I want to create a Central Minnesota Jobs Leadership Team, which will bring together citizens; labor, business and community leaders, teachers, and students to create and implement plans to establish more living-wage jobs in Minnesota. POLICING & LAW ENFORCEMENT I do not support defunding the police. Minnesota’s 6th Congressional District has some of the finest law enforcement agencies in the country. Good officers and good law enforcement agencies deserve and need our respect and support. I will co-sponsor legislation that will provide funding for police agencies that adopt and practice proactive, community-oriented and problem-solving oriented policing, which includes professional standards of hiring and promotions, a requirement to investigate reported acts of misconduct and take appropriate action to hold officers accountable and to provide body cameras, training, and professional career development. PUBLIC EDUCATION, COLLEGE & TRADE SCHOOL I fully support the goals of Education Minnesota. It is important to a growing and thriving democracy that all citizens have access to a quality education, which will provide them with the social and professional skills they need for success. I believe that, with the right support, all students are capable of success regardless of their backgrounds. I will support college and trade school tuition assistance for deserving students. I will back policies that allow our children to work and study hard. I will support college and trade school funding for those that serve honorably in our armed forces, and encourage the forgiveness of student loans for members of the military community. I will also support the extension of such student loan forgiveness to those that advance educational opportunity by choosing to teach in our least privileged schools. We have a responsibility as a nation to encourage the pursuit of futures in fields such as military service and education that best support the growth and security of America. PROTECT THE RIGHT TO VOTE & OUR DEMOCRACY One of our most cherished and most protected rights as Americans is our right to vote for our elected representatives. It is a right guaranteed by the Constitution. Our right to vote in a free and reliable election must be protected from our enemies, both foreign and domestic. I believe that every eligible American voter should be allowed to vote at no charge, conveniently, without long delays; without discrimination, regardless of socioeconomic status, in a safe and secure atmosphere, and if necessary, by a secure and reliable mail-in ballot. I believe making election day a federal holiday would also give voters easier access to same-day voting centers and allow employed individuals time to get to the polls. Expanding access to voting centers, especially in densely populated areas, would remove both economic and transportation barriers to voting. I believe that we should have voter IDs that are free, reliable and convenient, and easy to obtain. I will take the necessary steps to protect your right to vote and protect the integrity of our elections. VIOLENCE PREVENTION & 2ND AMENDMENT RIGHTS I strongly support our hunters, sportsmen and sportswomen, as well as individuals who own guns legally. I support the 2nd Amendment to the U.S. Constitution, but recognize the need to protect our communities from violent criminals and those challenged by their mental health. I will introduce common-sense gun safety legislation that protects the rights of law-abiding citizens to own firearms; and creates and requires efficient universal background checks which include cross-checking with military databases prior to allowing purchases. Legislation that requires a review after a conviction for a violent crime or psychiatric episode, keeps firearms out of the hands of convicted violent offenders and those struggling with their mental health. Legislation that creates enhanced penalties for violent crimes, requires that firearms be properly secured by owners, increases funding for mental health treatment and funding for studies to determine causes of violent crimes. Legislation to establish best practices to prevent violent crimes, funding for education and training programs to help prevent violent crimes; and sternly punishes criminals, not law-abiding citizens. INVESTMENT IN OUR NEXT GENERATION There is nothing more important in this world than our children and grandchildren. Our children’s future will be on my mind in every vote and every action. I will write, introduce and aggressively advocate for legislation to fund after-school and out-of-school recreational and discovery programs, out-of-school meal programs, STEM-based education; construction of new community and youth centers, and above all, legislation that protects our children. SECURE BORDERS & FAIR IMMIGRATION Minnesota’s economy relies on many immigrant workers for our farms, tourist infrastructure, and restaurants. I will introduce and support legislation that keeps our borders secure, but creates a path for those who seek the American way of life and want to work to support our central Minnesota employers. While they may be undocumented immigrants, referring to human beings as “illegal” sets the tone for negative dialogue. We are a country of immigrants and our diversity is our strength. However, as a nation, we do not have unlimited resources. I will introduce legislation that creates a path to citizenship for Deferred Action for Childhood Arrivals (DACA), creates fair and reasonable immigration laws that do not overburden the taxpayers, secures our borders, but requires humane and decent treatment of all human beings, and regulates and controls immigration for those who seek the American way of life. I will identify strategies that work to support citizens in the nations where those citizens believe it’s safer to travel hundreds or thousands of miles through dangerous terrain to seek a safer life for themselves or their families rather than remain in their homeland. I understand that political asylum is a valid reason to immigrate. America cannot be a true world leader if we turn our backs on those most in need at the greatest time of their need. FOREIGN AFFAIRS & THE UKRAINE RUSSIA WAR Trump was wrong to praise Putin’s invasion of Ukraine. I believe that we must resolve our internal conflicts, regain our strength as a unified country, and resume our role as a world leader. History has shown that when the U.S. is passive or withdraws from the world stage, the world is a more dangerous place. I support a strong military, our military families, and our veterans. I will support fair trade deals that make our country and our allies strong. EQUALITY FOR ALL Equal rights are guaranteed by our Constitution; every American and every human being should be treated with dignity and respect. Equal rights should not be based on someone’s gender identity, sexual orientation, the color of their skin, religious beliefs, socioeconomic status, or political affiliation. I will support equal rights for all people and continue to support the advancement and non-discrimination in the LGBTQ+ community, people of all colors, and those that are economically disadvantaged, physically, or emotionally challenged. I will work tirelessly to dismantle systemic inequities wherever it exists.
